State licensing is not a formality in this market. A provider can only purchase a policy from a resident of a state where it holds a license, which means the pool of buyers available to any given seller depends on where that seller lives.
This is one of the quieter reasons a single offer can be misleading. A policyowner in a heavily licensed state may have twenty potential buyers. A policyowner in a state with fewer licensed providers may have five. Neither of them can see that difference from the outside, and neither can judge an offer without it.
